<p style="text-align: center;"><strong>ATMIS PR/1/2025</strong></p>
<p><strong>Mogadishu</strong> – On behalf of the African Union Support and Stabilisation Mission in Somalia (AUSSOM), I wish to extend warm New Year wishes for 2025 to the Federal Government of Somalia and its people.</p>
<p>2024 marked a pivotal year for Somalia, characterised by significant strides in peace and security, thanks to the concerted efforts of the Federal Government of Somalia, led by President Hassan Sheikh Mohamud, in collaboration with the African Union Mission.</p>
<p>Firstly, Somalia will join the UN Security Council as a non-permanent member in January 2025, following its successful election. This marks a momentous achievement in the country’s recent history and provides an opportunity for Somalia to contribute to global peace and security.</p>
<p>Secondly, Somalia continued the path to economic revitalisation. In March 2024, the country became a full member of the East African Community (EAC), a regional trading bloc with a market size of over 170 million people. Somalia, boasting the longest coastline in Africa at over 3,000 kilometres and rich natural resources, is strategically positioned to emerge as a key player within the economic bloc.</p>
<p>In 2024, the African Union Transition Mission in Somalia (ATMIS), the predecessor of AUSSOM, made significant strides by transferring Forward Operating Bases to the Somali Security Forces (SSF), in line with the Somalia Transition Plan. This shows that the Somali Security Forces have acquired the necessary expertise to independently take over the country’s security responsibilities.</p>
<p>We commend international partners and ATMIS Troop and Police Contributing Countries (T/PCCs) for their support and sacrifice on this journey to empower Somali Security Forces  through initiatives focused on force generation and capacity building.</p>
<p>In collaboration with development partners, ATMIS initiated a range of quick-impact projects, including construction of boreholes, classrooms, police stations, and rehabilitation of health centres, to improve the lives of residents in liberated areas.</p>
<p>AUSSOM has finally become operational, beginning 1st January 2025, as per UN Security Council Resolution 2767 (2024). It will build on the achievements made under ATMIS to ensure Somalia realizes long-term peace and security.</p>
<p>At the African Union level, we will continue our engagements under AUSSOM, guided by the AU Peace and Security Council communiqués, as well as UN Security Council resolutions. We will also continue our operational support to the SSF as we look forward to a productive year ahead. On behalf of the AU Mission, I wish to affirm our commitment to the Federal Government of Somalia’s stabilisation efforts and post-conflict recovery.</p>

<p><b>Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1253rd meeting held on 19 December 2024 on Briefing on the Situation in Somalia, and Post-ATMIS Security Arrangements.</b></p>
<p><b>The Peace and Security Council,</b></p>
<p><em><strong>Recalling</strong></em> all its previous decisions and pronouncements on the situation in Somalia and on ATMIS, particularly Communique [PSC/PR/COMM.1238 (2024)] adopted on 28 October 2024 on an update on the Situation in Somalia, and Post-ATMIS Arrangements with a Specific Focus on the Preservation of State Institutions; [PSC/PR/COMM. 1236 (2024)] adopted at its 1236th meeting held on 22 October 2024 on the Joint Meeting Between the PSC and the Permanent Representatives Committee (PRC) Sub-Committee on General Supervision and Coordination on Budgetary, Financial and Administrative Matters and F-15 Technical Experts on Financing Peace Support Operations and Activities of the Peace and Security Council; [PSC/PR/COMM.1225(2024)], adopted at its 1225th meeting held on 1 August 2024 on Consideration of the Strategic Concept of Operations of the AU-Led Mission in Somalia Post-ATMIS; and [PSC/PR/COMM.1217(2024)], adopted at its meeting held on 20 June 2024 on the Report of the African Union Commission on the Joint Strategic Assessment for the Post-ATMIS Security Arrangement for an AU-led Mission in Somalia;</p>
<p><em><strong>Also recalling</strong></em> UN Security Council Resolution 2628(2022), which authorized the reconfiguration of AMISOM into ATMIS, Resolution 2710(2023), and the AU Member States to deploy up to 17626 uniformed personnel to ATMIS till 31 December 2023; Resolution 2741(2024) which calls for finalization of the overall design of the follow-on mission to ATMIS; its implications for the UN; and provide insight on the estimated resources required for the mission and costs thereof including, but not limited to, the framework established by resolution 2719 (2023); and Resolution 2748(2024) which calls for maintaining momentum on the security transition to the successor mission;</p>
<p><em><strong>Reaffirming</strong></em> the AU&#8217;s solidarity with the people and the Government of the Federal Republic of Somalia in their aspirations for durable peace, security, stability, and prosperity; while reiterating the AU’s respect for the sovereignty, unity, independence, and territorial integrity of the Federal Republic of Somalia;</p>
<p><em><strong>Taking note</strong></em> of the opening remarks by H.E. Mahmoud Ali Youssouf, Minister of Foreign Affairs and International Cooperation and Spokesperson of the Government of the Republic of Djibouti and Chairperson of the PSC for December 2024; and the Introductory Statement and a briefing by H.E. Ambassador Bankole Adeoye, the AU Commissioner for Political Affairs, Peace and Security; as well as the statements by H.E. Ali Mohamed Omar, MP, Minister of State for Foreign Affairs and International Cooperation of the Federal Republic of Somalia, by the Representatives of the Inter-Governmental Authority on Development (IGAD); and the United Nations; and</p>
<p>&nbsp;</p>
<p><b>Acting under Article 7 of its Protocol, the Peace and Security Council,</b></p>
<p>1. <em><strong>Takes note</strong></em> of the Briefing Note on the Situation in Somalia and the Post-ATMIS Security Arrangements;</p>
<p>2. <em><strong>Commends</strong></em> the milestones achieved thus far, by the Federal Government of Somalia, including by the Somali defence and security forces, with the support of the AU Transition Mission in Somalia (ATMIS); <em><strong>underlines the importance</strong></em> of preserving the legacies of AMISOM and ATMIS and the current momentum in the fight against Al-Shabaab;</p>
<p>3. <em><strong>Pays special tribute</strong></em> to the Troop and Police Contributing Countries (T/PCCs) to the AU Mission in Somalia (AMISOM) and to ATMIS since 2007 for their continued sacrifices; especially to the men and women of the two missions for their commitment and dedication to duty, particularly those who have paid the supreme sacrifice; and <em><strong>wishes</strong></em> speedy recovery to those nursing injuries from attacks by the Al Shabaab terrorist group;</p>
<p>4. <em><strong>Expresses grave concern</strong> </em>over the continued threat posed by Al Shabaab to peace and security in Somalia and the region and <em><strong>condemns</strong> </em>all the attacks against Somali security forces and ATMIS forces;</p>
<p>5. <em><strong>Reiterates</strong></em> continued support of the AU for the government of the Federal Republic of Somalia by providing capacity building to the Somali Security Forces, to accelerate its force generation and integration efforts;</p>
<p>6. <em><strong>Underscores the imperative</strong></em> for scaling up assistance to the Federal Government of Somalia in the mobilization of resources for stabilization and state-building priorities, as well as the need to ensure a smooth and orderly transfer of security responsibilities to Somali security forces; <em><strong>further reaffirms</strong></em> the essence for enhanced capacitation and empowerment of the Somalia security forces and <em><strong>encourages</strong> </em>the Federal Government of Somalia to expedite the force generation and integration of accountable, affordable, self-sustaining and able security forces that can hold areas and undertake operations as part of the clear, hold and build strategy so that AUSSOM can conduct the orderly transfer of security responsibilities to Somalia at the appointed time;</p>
<p>7. At the political level, <em><strong>encourages</strong></em> all Somali political stakeholders to prioritise the country’s national interests and immediately resume inclusive dialogue on all outstanding national issues through the framework of the National Consultative Council (NCC); and <em><strong>urges</strong></em> them to exercise maximum restraint and refrain from any actions that may lead to escalation of tensions and undermine the stability of the country, and the fight against Al-Shabaab terrorist group, which is critical to the maintenance of regional and international peace and security;</p>
<p>8. <em><strong>Welcomes</strong> </em>the Declaration recently signed between Ethiopia and Somalia in Ankara, Türkiye on 11 December 2024 and <em><strong>reiterates</strong></em> the AU&#8217;s unwavering commitment to respect the independence, sovereignty, and territorial integrity of both countries in accordance with the AU Constitutive Act and international law;</p>
<p>9. <em><strong>Notes with concern</strong></em>, that the endorsement of AUSSOM and its funding modalities by the UNSC, in spite of the UNSCR 2741 and 2748 , remains pending, thus, posing challenges to the deployment of AUSSOM on 1 January 2025, and raising huge implications for the security situation in Somalia and the entire Horn of Africa region and, in this regard, <strong><em>once again stresses the importance</em></strong> of ensuring predictable, sustainable, and adequate funding for the AUSSOM, including through a dedicated funding mechanism through UN-assessed contributions in accordance with UN Security Council Resolution 2719 (2023), as the most suitable mechanism for providing adequate, predictable and sustainable funding, in order to avoid the perennial financial challenges faced by previous Missions;</p>
<p>10.<em><strong> Once again expresses appreciation</strong></em> to the UN and all international partners for their unwavering commitment and efforts towards promoting peace and stability in Somalia and for their invaluable contributions to AMISOM and ATMIS; and <em><strong>calls upon</strong></em> the international partners to continue providing the necessary support to Somalia and the AUSSOM in accordance with the Concept of Operations (CONOPs) adopted on 1 August 2024, to enable its successful deployment as of 1 January 2025; In the same vein, <em><strong>reiterates</strong></em> the need for the Commission, the UN and International Partners to mobilize in earnest the requisite funding to fill the ATMIS funding deficit of 120m USD before its planned exit on 31 December 2024;</p>
<p>11. <em><strong>Recalls</strong> </em>the Letter Ref: PAPS/CMD/106/1/85270.2 of 7 August 2024 from the Chairperson of the Peace and Security Council for the month of August 2024 to the President of the UN Security Council for the month of August 2024 which transmitted the CONOPS to the UN Security Council and the PSC Communique [PSC/PR/COMM.1225(2024)] which adopted the CONOPs and endorsed the formation of the African Union Support and Stabilization Mission in Somalia (AUSOM);</p>
<p>12. <em><strong>While underscoring</strong> </em>the importance of leveraging on the lessons learnt from AMISOM and ATMIS to ensure that AUSSOM is guaranteed adequate, sustainable and predictable funding; <em><strong>takes note</strong></em> of the Joint African Union-United Nations Report pursuant to UN Security Council resolution 2748(2024) and the letter jointly signed by H.E. Moussa Faki Mahamat, Chairperson of the AU Commission, and H.E. Antonio Guterres, Secretary-General of the United Nations dated 26 November 2024; and in this regards, <em><strong>appeals</strong> </em>to the UN Security Council to consider the financing option, on the hybrid application of the framework established under resolution 2719(2023), as the only practicable solution for AUSSOM, for the mission to fulfil its mandate and support the implementation of the Somalia Security Sector Development Plan (SSDP);</p>
<p>13. <em><strong>Reiterates</strong> <strong>the request</strong> </em>for the AU Commission to continue extensive engagements with the UN, European Union, other strategic partners and potential new donors, in order to ensure adequate, predictable and sustainable funding and other forms of support for the AUSSOM; in this regard, <em><strong>requests</strong> </em>the Commission to draw up a road map, in collaboration with the UN for resource mobilization to fill the funding gap of 25% for AUSSOM as directed by resolution 2719, including the possibility of convening a pledging conference;</p>
<p>14. <em><strong>Requests</strong></em> the Commission to present the AUSSOM Budget to the PSC for consideration and onward transmission following due process through the PRC Sub-Committee on General Supervision and Coordination on Budgetary, Financial and Administrative Matters (GSCBFM) and F-15 Technical Experts in order to use part of the interest accrued from the AU Peace Fund investment and the Crisis Reserve Facility (CRF) to contribute to the financing of the AUSSOM in line with paragraph 11, of Communique [PSC/PR/COMM. 1236 (2024)] adopted at the 1236th PSC meeting held on 22 October 2024;</p>
<p>15. <em><strong>Takes note of, with appreciation</strong></em> the Member States which recently formally expressed interest in contributing troops for AUSSOM, namely, Burundi, Djibouti, Egypt, Ethiopia, Kenya, and Uganda, and<em><strong> requests</strong> </em>the AU Commission to finalize the report on the responses, in consultation with the Federal Government of Somalia (FGS) on the composition of the Mission; and in this regard, <em><strong>welcomes</strong> </em>the convening of the meeting of the Chiefs of Defense Forces of the Troop Partner Nations (TPNs) in Mogadishu, Somalia, which discussed the transition from ATMIS to AUSSOM held on 3-4 December 2024; and <em><strong>requests</strong> </em>the AU Commission, in consultations with the Federal Government of Somalia, to urgently expedite the necessary steps to ensure the smooth deployment of AUSSOM, in accordance with the CONOPs approved by the 1225th meeting of the PSC on 1 August 2024;</p>
<p>16. <em><strong>Reiterates</strong></em> that the mainstreaming of post-conflict reconstruction and development, as well as peacebuilding measures to be undertaken by AUSSOM will strengthen the stabilization and recovery efforts of the FGS, and, in this regard, <em><strong>stresses</strong></em> the critical role of the AU PCRD Centre in efforts to rebuild the institutional capacities of the Federal Government of Somalia; and</p>
<p>17. Decides to remain actively seized of the matter.</p>

<p><strong>Mogadishu &#8211; </strong>The African Union Transition Mission in Somalia (ATMIS) has learnt with concern allegations in some sections of the Somali media that its police component is involved in organizing the upcoming elections in Jubaland State.</p>
<p>ATMIS would like to underscore its neutrality and impartiality in the electoral process in Somalia, including in the ongoing electoral dispute in Jubaland, and renews its commitment to peaceful resolution of electoral disputes to ensure stability and security.</p>
<p>The AU Misson urges all stakeholders, including the Federal Government of Somalia and Jubaland State authorities, to engage in constructive and inclusive discussions to resolve the dispute.</p>
<p>ATMIS will continue to implement its mandate in full support of Somalia’s state-building process, including efforts to transition to one-person, one-vote elections through an inclusive and participatory process.</p>

<p>ATMIS extends its deepest sympathies and condolences to the families, friends, and relatives of those who lost their lives and wishes a quick recovery to those injured during the attack.</p>

<p class="p1"><b>Excellences, Mesdames et Messieurs </b></p>
<p class="p1">Permettez-moi tout d’abord, Madame la Présidente, de vous présenter mes vifs remerciements de m’avoir donné l’opportunité de m’adresser aujourd’hui au Conseil de Sécurité. Je souhaiterais ensuite, Madame la Présidente, vous féliciter pour l’accession de votre pays à la présidence du Conseil de sécurité pour ce mois d’octobre et de vous remercier d’avoir convoqué cette réunion consacrée à la Somalie.</p>
<p class="p1">Je suis également honoré d’être accompagné de Mr. James Swan, chef par intérim de la Mission d’Assistance des Nations Unies en Somalie. Notre présence conjointe témoigne de l’engagement et l’implication partagés de l’Union Africaine et des Nations Unies en faveur de la Somalie.</p>
<p class="p1">Permettez-moi, une fois de plus, au nom d’ATMIS, d&#8217;exprimer ma gratitude aux forces de sécurité somaliennes ainsi qu&#8217;au personnel militaire, police, et civil de la Mission pour leur engagement indéfectible envers la paix et la sécurité en Somalie, souvent au péril de leur propre vie. J&#8217;honore la mémoire de ceux et celles qui ont payé le prix ultime dans l&#8217;accomplissement de leur devoir et souhaite un prompt rétablissement aux blessés. Leur courage et leur sacrifice nous rappellent le véritable coût de la paix et le pouvoir durable de la bravoure et de l&#8217;honneur.</p>
<p class="p1"><b>Madam President, </b></p>
<p class="p1">Since my last briefing to this esteemed Council in June, Somalia has continued to show great commitment to fostering stability, peace, and national development. The progress achieved thus far reflects Somalia&#8217;s determination to enhance governance, security, and inclusive growth, foundational for a glorious and prosperous future.</p>
<p class="p1">Underpinning this progress has been the convening of the tenth National Consultative Council (NCC), on 2 October, focusing on military operations against Al-Shabaab, advancing the democratization process, and reviewing the implementation of prior NCC agreements. We should continue to encourage Puntland to return to the National Consultative Council for inclusive dialogue and effective implementation of key national priorities.</p>
<p class="p1">In parallel, there has also been progress in reviewing and amending the Provisional Constitution, with ongoing discussions to ensure that the views and perspectives of all stakeholders are considered in the review of chapters 5 to 9 of the Provisional Constitution. This development followed the approval, by the FGS Council of Ministers of a bill establishing an Independent National Electoral and Boundaries Commission. This will strengthen the country’s democratic processes and promote transparency and accountability in future elections.</p>
<p class="p1">We welcome the decision by the Federal Government of Somalia, under the leadership of H.E Hassan Sheikh Mohamud, to impose a total ban on the trade, smuggling, and any other business related to weapons and ammunition by non-State actors.</p>
<p class="p1">Importantly, I commend Somalia for showing immense commitment to enhancing security and maintaining peace since the lifting of the arms embargo, and further urge concerted efforts to advance enforcement of Somalia’s Arms and Ammunition Control Procedures, vital in preventing the proliferation of illegal weapons.</p>
<p class="p1">Despite these developments, tensions between Somalia and Ethiopia persist since January 2024. I, therefore, welcome the ongoing efforts to address the dispute between the two countries and I look forward to an outcome that embodies the principles of sovereignty, respect for territorial integrity and adherence to international law, key to promoting peace and security as well as effective cooperation and development.</p>
<p class="p1"><b>Madam President </b></p>
<p class="p1">Turning to the security situation.</p>
<p class="p1">The recent months have witnessed a fluid security landscape in Somalia, characterised by progress and setbacks. The Somali Security Forces intensified efforts to degrade Al-Shabaab capabilities, through improved targeted counter-terrorism operations that led to the elimination of insurgent leaders and dismantling of several operational bases.</p>
<p class="p1">Nonetheless, Al-Shabaab has continued to deploy asymmetric tactics, including complex attacks, IEDs, VBIEDs, and indirect fire. The recent mortar attacks on AU/UN camps in Baidoa, Mogadishu and Kismayo, and other forms of attacks against civilian and military targets in Mogadishu and across the ATMIS Sectors, demonstrate Al-Shabaab resilience and underscore the need for robust intelligence sharing mechanisms.</p>
<p class="p1">Moreover, reports of Al-Shabaab acquiring missiles and armed UAVs are a further source of concern, increasing drone threat and hostility to FGS installations, ATMIS, UN and SSF locations and civilian targets.</p>
<p class="p1">Similarly, the growing risk of infiltration and collaboration between Al- Shabab and the Houthis is a considerable security challenge, threatening regional stability in the Horn of Africa as well as maritime navigation and shipping routes in the Red Sea, the Indian Ocean and the Channel of Mozambique. These concerns underscore the transnational nature of security challenges and the need for comprehensive and coordinated international efforts that prioritise effective and sustainable solutions.</p>
<p class="p1">Hence, as the Federal Government of Somalia advances the implementation of its Security Sector Development Plan to enhance force capabilities, sustained international cooperation and support is crucial to reinforce existing security frameworks, enabling Somalia to effectively address emerging security threats.</p>
<p class="p1"><b>Madam President </b></p>
<p class="p1">I am pleased to report remarkable progress in the transition of security responsibilities from ATMIS to the Somali Security Forces.</p>
<p class="p1">In line with this Council’s decision on the phased approach to the Phase 3 Drawdown, ATMIS, with the collaboration and support of UNSOS, completed the transfer of six of the eight FOBs designated for handover to the Somali Security Forces.</p>
<p class="p1">With the very challenging environmental and infrastructural terrain in some of our areas of operation we continue to work closely with UNSOS to explore possible solutions and we are making notable progress, hoping that the last two FOBs will drawdown by the end of this month.</p>
<p class="p1">In the same vein, the Phase 3, Sub-Phase B drawdown of the additional 2,000 ATMIS troops was aligned to the CONOPS of the African Union Support and Stabilisation Mission in Somalia (AUSSOM), which directed that it constitutes the Phase 0 of the Post-ATMIS Mission.</p>
<p class="p1">This necessitated a pause of the Phase 3b drawdown, which was scheduled for September, to provide planning capacity for the eventual exit of ATMIS on 31 December 2024 and the deployment of the new Mission on 1 January 2025 in a manner that aligns with Somalia’s operational priorities and prevents a security vacuum.</p>
<p class="p1"><b>Madam President, </b></p>
<p class="p1">Turning to the post-ATMIS planning.</p>
<p class="p1">Transition planning is a complex process integrally tied to the dynamics of national leadership and ownership. In this regard, I commend the Federal Government of Somalia, under the stewardship of President Hassan Sheikh Mohamud, for assuming full ownership and responsibility for the planning process, by promoting enhanced collaboration and coordination among key stakeholders.</p>
<p class="p1">This enabled the formulation of a CONOPS, jointly developed with the Federal Government of Somalia, and inspired by the Somalia Security Development Plan, in line with Somalia’s security needs and the African Union capacity to deliver.</p>
<p class="p1">In turn, the CONOPS, which envisages a lean Mission, with a defensive and limited operational mandate, limited in scope and size, and with a clear exit strategy, provided the basis for the integrated mission planning in line with Resolution 2748 (2024).</p>
<p class="p1">It is in this regard that the AU and UN Joint Team on the implementation of Resolution 2748 recently deployed to Mogadishu to undertake extensive consultations with the Federal Government of Somalia, ATMIS, UN and various security, stabilisation, and development partners to ensure comprehensive input and support, essential for a cohesive, coherent, flexible and responsive post-ATMIS plan aligned with Somalia’s needs, support structures, anticipated contributions, and sustainable outcomes.</p>
<p class="p1"><b>Madam President </b></p>
<p class="p1">Closely linked to this process, are the ongoing efforts to secure predictable, adequate and sustainable financial support to offset ATMIS funding gaps and secure funding for the successor Mission.</p>
<p class="p1">Cognizant of the current financial constraints and competing priorities, the African Union adopted a multi-faceted approach to resource mobilisation, focusing on innovative funding sources and partnerships that enhance operational capacity.</p>
<p class="p1">Hence, in collaboration with the United Nations, the African Union established a taskforce on the implementation of Resolution 2719. This is supplemented by the decision of the Chairperson of the African Union to designate the African Union High Representative for financing of the Union and the Peace Fund to propose financing options for the transition from ATMIS to AUSSOM.</p>
<p class="p1">It is in continuation of these efforts that I thank all the partners who have supported the African Union intervention in Somalia, both financially and in-kind, and call for sustained backing to maintain ATMIS, SSF, and UNSOS effectiveness. This will ensure that the ongoing integrated planning for the post-ATMIS Mission, and the ensuing operational plans are adequately funded and resourced to sustainably meet their goals.</p>
<p class="p1"><b>Madam President, </b></p>
<p class="p1">As I conclude, I would like to underscore that despite challenges, there are clear opportunities to consolidate and further progress. The next two months, to the end of the year, will be a crucial period for Somalia. They will necessitate collective action and partnership, key to shaping the future of this resilient nation.</p>
<p class="p1">In this regard, I remain deeply convinced that the determination of President Hassan Sheikh Mohamud to build trust and consensus and foster a culture of shared commitment and responsibility with all stakeholders to address emerging issues will be essential to sustain the fight against Al-Shabab and offer the best possible condition for a smooth transition.</p>
<p class="p1">I, consequently, call upon this Council to reaffirm its support for Somalia and to continue encouraging sustained international support, including targeted capacity building to national State-building initiatives as Somalia navigates its path towards sustainable peace, stability, and development.</p>

<p dir="auto" align="justify">ATMIS is aware of media allegations linking the Mission to these unfortunate events.</p>
<p dir="auto" align="justify">The Mission has initiated a thorough investigation into these allegations and hereby assures all stakeholders that the findings will be made public on conclusion.</p>

<p><strong>Mogadishu, 8 July 2024</strong> &#8211; A joint ATMIS &#8211; UPDF and SNAF logistics convoy was hit by a Command Wire Improvised Explosive Device (CWIED) yesterday along the Mogadishu-Buffow-Barawe route.</p>
<p>The attack claimed two lives and injured personnel from both ATMIS and SNAF. All casualties have been evacuated to medical facilities.</p>
<p>We offer our heartfelt condolences to the families of the deceased and pray for a quick recovery of the injured.</p>
<p>This incident strengthens our resolve to support peace and security efforts in Somalia.</p>

This day is an opportunity for us all to reflect on and celebrate Somalia&#8217;s remarkable journey towards peace and stability. The progress the country has achieved is a testament to its resilience and determination.</p>
<p>I particularly want to acknowledge the brave and gallant Somali Security Forces whose tireless efforts to combat extremism in Somalia are truly heroic. They are the modern-day heroes of Somalia who have rekindled the spirit of the country&#8217;s founders who aspired for a peaceful and stable nation.</p>
<p>Somalia is regaining its position in the international community. This resurgence is due to the sacrifices and resilience of the Somali people, guided by the visionary leadership of H. E. President Hassan Sheikh Mohamud.</p>
<p>ATMIS remains steadfast in its commitment to stand with Somalia in its ongoing efforts for lasting peace and stability.</p>
<p>As you celebrate this Independence Day, know that your courage and perseverance continue to inspire us all. May Somalia continue to grow stronger and more prosperous with each passing year.</p>

<p class="p1"><b>Ladies and Gentlemen,<span class="Apple-converted-space"> </span></b></p>
<p class="p1">Thank you for inviting me to brief this Council on the situation in Somalia. Let me start by congratulating the Government of Korea for its Presidency of the Security Council for the month of June.<span class="Apple-converted-space"> </span></p>
<p class="p1">I am pleased to be joined alongside Mr. James Swan, the Acting Special Representative of the UN Secretary General (Ag. SRSG) and Ag. Head of UNSOM. Our joint presence here underscores the exceptional partnership and collaboration that exists between the African Union and the United Nations in Somalia.<span class="Apple-converted-space"> </span></p>
<p class="p1">I use this occasion to commend the unwavering commitment and dedication of the Somali Security Forces and the African Union troops and-police personnel and pay tribute to those who have paid the ultimate price in service of peace and stability in Somalia. Their service and sacrifice in the face of extraordinary adversity, shall not be forgotten.<span class="Apple-converted-space"> </span></p>
<p class="p1"><b>Mr President,<span class="Apple-converted-space"> </span></b></p>
<p class="p1">Since my last briefing in February, Somalia has continued to foster cooperation and informed decision-making in promoting peace and stability. Under the strong leadership of H.E. President Hassan Sheikh Mohamud, Somalia is uniting and investing in rebuilding international relationships, and registering notable progress on many fronts.<span class="Apple-converted-space"> </span></p>
<p class="p1">Its recent election as a non-permanent member of this august body for the 2025-2026 cycle: the second time since 1971-1972, reflects the trust and confidence of the UN member states in Somalia’s gradual and sustained journey towards peace, security, and stability.<span class="Apple-converted-space"> </span></p>
<p class="p1">It is further evidence of Somalia’s progress, marking a new era of global recognition for its increasing capability and commitment to contribute effectively to global peace and security, which the African Union proudly supports.<span class="Apple-converted-space"> </span></p>
<p class="p1">This historic election came in the wake of significant progress in Somalia’s State-building processes, particularly the ongoing constitutional reforms.<span class="Apple-converted-space"> </span></p>
<p class="p1">I am pleased to report that the Federal Government of Somalia has continued to encourage broad consensus on the implementation of key national priorities, including promoting dialogue among Somalia&#8217;s leaders. This was recently demonstrated in the convening of the 9<span class="s1">th </span>meeting of the National Consultative Council (NCC).<span class="Apple-converted-space"> </span></p>
<p class="p1">Despite Puntland&#8217;s absence from the NCC meetings, I&#8217;m encouraged by the FGS’ intention to re-engage Puntland’s leadership. Unity of the country will reinforce stability and pave the way for the development of Somalia. I am confident that the Government and the people of Somalia will continue to deliver on their long-term peace and stability.<span class="Apple-converted-space"> </span></p>
<p class="p1">Similarly, the ongoing efforts to address the dispute between Somalia and Ethiopia are commendable and should be encouraged by the international community. I believe that a peaceful and comprehensive dialogue is the best way to enhance sustainable stability and cooperation in the region.<span class="Apple-converted-space"> </span></p>
<p class="p1"><b>Mr. President<span class="Apple-converted-space"> </span></b></p>
<p class="p1">Turning to the security situation.<span class="Apple-converted-space"> </span></p>
<p class="p1">We continue to assess that security remains relatively calm in areas under FGS and ATMIS presence. The threat of Al-Shabaab remains unpredictable. The recent complex attack on Somali Security Forces in El-Dheer – Galmudug region, and the mortar attack on the ATMIS camp in Baidoa, Southwest State, is a reminder to us that Al-Shabaab remains resilient. The group still retain the ability to conduct devastating attacks, including employing asymmetric tactics, and organizing complex operations on civilians and security targets.<span class="Apple-converted-space"> </span></p>
<p class="p1">I would like to report that such resilience and the propaganda of the group do not affect the courage, resilient and the commitment of the SNA to remain committed in the offensive against Al-Shabaab.<span class="Apple-converted-space"> </span></p>
<p class="p1">Although Somali Security Forces, supported by ATMIS and increasingly local communities, have achieved significant gains in the fight against Al-Shabaab, sustained support from international partners is essential to maintain this momentum.<span class="Apple-converted-space"> </span></p>
<p class="p1">It is particularly vital as the Federal Government of Somalia works to respond to community conflicts and rivalries. Sustained efforts in this regard will advance ongoing initiatives to deepen national unity, community reconciliations and social cohesion.<span class="Apple-converted-space"> </span></p>
<p class="p1"><b>Mr. President<span class="Apple-converted-space"> </span></b></p>
<p class="p1">Let me turn to the status of the security transition.<span class="Apple-converted-space"> </span></p>
<p class="p1">I am pleased to report that the Joint Technical Assessment was completed in March 2024, under the leadership of the Federal Government of Somalia.<span class="Apple-converted-space"> </span></p>
<p class="p1">Essentially, the Joint Technical Assessment highlighted the persistent threat emanating from Al-Shabaab and the complex security landscape within which the SSF operate. It commended the FGS’ robust offensive against Al-Shabaab across multiple regions, which have demonstrated the FGS resolute commitment to degrade Al-Shabaab capabilities and establish sustainable security and stabilisation activities across the country.<span class="Apple-converted-space"> </span></p>
<p class="p1">I also welcome the decision of the African Union Peace and Security Council, in its 1217<span class="s1">th </span>Session held on 20 June, to strongly support the request by the Federal Government of Somalia for a phased approach to the Phase 3 Drawdown of ATMIS, with 2,000 troops departing by the end of June 2024 and the remaining 2,000 exiting at the end of September 2024. This request will provide the necessary time and space to address the operational demands highlighted in the Joint Technical Assessment.<span class="Apple-converted-space"> </span></p>
<p class="p1">It will further ensure that SSF units are adequately prepared to assume security responsibilities from ATMIS while continuing the offensive against Al-Shabab.<span class="Apple-converted-space"> </span></p>
<p class="p1">I am therefore pleased to report that in anticipation of the PSC decision, the Tripartite Technical Committee, comprising the FGS, ATMIS and UNSOS, agreed on a revised sequencing of the Phase 3 drawdown, with eight (8) ATMIS FOBs identified for handover to the SSF by the end of June.<span class="Apple-converted-space"> </span></p>
<p class="p1">So far, the <b>Bariire, Horseed, </b><i>commonly known as Jowhar Town, </i>and <b>Ceel Geelow </b>FOBs have successfully been handed over to the Somali Security Forces and the remaining five (5) FOBs are scheduled for handover to the SSF by 30 June.<span class="Apple-converted-space"> </span></p>
<p class="p1"><b>Mr. President,<span class="Apple-converted-space"> </span></b></p>
<p class="p1">Prior to the beginning of the Phase 3 drawdown, I undertook a series of field visits to the regions to engage with local leaders, communities, and representatives of civil society organisations. I would like to commend their commitment to support FGS efforts in advancing peace and state-building in Somalia.<span class="Apple-converted-space"> </span></p>
<p class="p1">I also noted their concern about the potential increase in pressure on Somali Security Forces (SSF) and local<span class="Apple-converted-space"> </span>communities due to the reduction of ATMIS presence in Somalia. The concern is that without the generation of sufficient SSF with the necessary capabilities and dedicated stabilisation efforts, there will be a need to secure strategic locations and strengthen territorial control.<span class="Apple-converted-space"> </span></p>
<p class="p1">I am, however, pleased that the endorsement by the African Union of a new African Union-led Mission and authorised by the United Nations, will be aligned to the planned post-ATMIS security arrangements. This will be crucial in preventing a security vacuum that could be exploited by Al-Shabaab and will reinforce Somalia efforts towards attaining its long-term goal of stability, institutional building, and development.<span class="Apple-converted-space"> </span></p>
<p class="p1">I am confident that in order to establish lasting peace, security, and development in Somalia beyond December 2024, we need to focus on key activities. These include building capacity, strengthening security institutions, countering Al-Shabaab, and securing critical infrastructures. We also need to ensure a smooth and orderly transition.<span class="Apple-converted-space"> </span></p>
<p class="p1">In light of this, I urge the Council to continue its efforts in promoting strong regional and international cooperation to ensure that political, logistical and financial support for the AU-led post-ATMIS Mission is tailored to meet the existing security threats and to enhance the readiness and capacity of the Somali Security Forces to assume full security responsibilities.<span class="Apple-converted-space"> </span></p>
<p class="p1">Such an approach would advance our collective interests and further our shared goal of supporting Somalia&#8217;s Security Sector Plan, and exploring, as well as agreeing on the required funding mechanisms for a new Mission.<span class="Apple-converted-space"> </span></p>
<p class="p1"><b>Monsieur le Président,<span class="Apple-converted-space"> </span></b></p>
<p class="p1">Permettez-moi de conclure en faisant référence aux discussions en cours sur le renouvellement du mandat d’ATMIS, qui arrive à expiration dans quelques jours.<span class="Apple-converted-space"> </span></p>
<p class="p1">J&#8217;aimerais, appeler le Conseil de sécurité, à soutenir la Mission afin de lui permettre de contribuer efficacement à la consolidation de l’élan positif à travers un mandat qui correspond aux réalités politiques et sécuritaires et, qui fixe des échéances réalistes adaptés aux besoins de la Somalie.<span class="Apple-converted-space"> </span></p>
<p class="p1">Plus que jamais, il est nécessaire de consolider durablement les acquis de la Mission tout en s’attaquant fermement aux défis qui persistent pour une transition harmonieuse, ordonnée et réussie.<span class="Apple-converted-space"> </span></p>
<p class="p1">Malgré les défis qui demeurent, la Somalie continue de faire preuve d’une immense résilience avec des avancées positives très encourageantes.<span class="Apple-converted-space"> </span></p>
<p class="p1">J’invite le Conseil de sécurité, et toute la communauté internationale à rester engagés, et à maintenir de façon soutenue leur appui à la Somalie.<span class="Apple-converted-space"> </span></p>
