Mogadishu, 25 October 2024 – Zambian peacekeepers serving with the African Union Transition Mission in Somalia (ATMIS) celebrated their country’s 60th Independence Day with a colourful ceremony in Mogadishu on Thursday. 

Formerly Northern Rhodesia, Zambia gained independence from Britain on October 24, 1964. 

The celebrations themed ‘Honouring our Heritage, Embracing our Future’ were attended by senior ATMIS officials, including the Deputy Special Representative of the Chairperson of the African Union Commission (DSRCC) for Somalia, Sivuyile Thandikhaya Bam, Force Commander Lt. Gen. Sam Kavuma, Deputy Force Commander in charge of Operations and Plans, Maj. Gen. Marius Ngendabanka, Deputy Force Commander in charge of Support and Logistics Maj. Gen. Peter Muteti, and Deputy Police Commissioner (CP) Martin Amoru, among others. 

The DSRCC commended Zambia for its achievements and significant contributions to peace and security across Africa. 

“I would like to commend the Government and people of Zambia for the progress made in sustaining peace as a nation and fostering solidarity among many other African countries in their quest for political and socio-economic independence,” said Mr. Bam, who presided over the event at the ATMIS Force Headquarters. 

He praised Zambia’s commitment to ensuring peace and stability in Somalia through the deployment of Individual Police Officers, military staff officers, and several civilian personnel. 

“The gallant Zambian men and women in uniform and civilian staff continue to demonstrate exceptional dedication, professionalism, sacrifice and leadership, as evidenced by the appointment of the first-ever AMISOM Police Commissioner in 2008 and many others in the mission,” added Bam. 

Zambia Individual Police Officers train, mentor and advise the Somali Police Force (SPF), while the military staff provide support to security operations in ATMIS Area of Responsibility (AOR). 

ATMIS Force Commander, Lt. Gen. Kavuma, congratulated Zambia for its key contributions in the liberation of other African countries, notably Namibia, South Africa and Zimbabwe. 

“Zambia’s Independence Day means a lot to us as Africans as they contributed immensely to helping other countries gain independence by providing sanctuary, financial, material and moral support to many freedom fighters,” said Lt. Gen. Kavuma. 

ATMIS Chief CIMIC Officer, who doubles as the Head of the Zambian Community in Somalia, Col. Lutangu Sitali, reflected on the significance of Zambia’s history and independence struggle to the freedom movement in Africa. 

“It also helps us to remember the brave men and women who sacrificed their lives for Zambia’s independence, granting freedom to this generation and those to come,” said Col. Sitali. 

Others present at the event included officials from ATMIS, the United Nations, international partners and the Zambian community in Somalia.

Je souhaiterais ensuite, Madame la Présidente, vous féliciter pour l’accession de votre pays à la présidence du Conseil de sécurité pour ce mois d’octobre et de vous remercier d’avoir convoqué cette réunion consacrée à la Somalie.

Je suis également honoré d’être accompagné de Mr. James Swan, chef par intérim de la Mission d’Assistance des Nations Unies en Somalie. Notre présence conjointe témoigne de l’engagement et l’implication partagés de l’Union Africaine et des Nations Unies en faveur de la Somalie.

Permettez-moi, une fois de plus, au nom d’ATMIS, d’exprimer ma gratitude aux forces de sécurité somaliennes ainsi qu’au personnel militaire, police, et civil de la Mission pour leur engagement indéfectible envers la paix et la sécurité en Somalie, souvent au péril de leur propre vie. Madam President,

Since my last briefing to this esteemed Council in June, Somalia has continued to show great commitment to fostering stability, peace, and national development. The progress achieved thus far reflects Somalia’s determination to enhance governance, security, and inclusive growth, foundational for a glorious and prosperous future.

Underpinning this progress has been the convening of the tenth National Consultative Council (NCC), on 2 October, focusing on military operations against Al-Shabaab, advancing the democratization process, and reviewing the implementation of prior NCC agreements. We should continue to encourage Puntland to return to the National Consultative Council for inclusive dialogue and effective implementation of key national priorities.

In parallel, there has also been progress in reviewing and amending the Provisional Constitution, with ongoing discussions to ensure that the views and perspectives of all stakeholders are considered in the review of chapters 5 to 9 of the Provisional Constitution. This development followed the approval, by the FGS Council of Ministers of a bill establishing an Independent National Electoral and Boundaries Commission. This will strengthen the country’s democratic processes and promote transparency and accountability in future elections.

We welcome the decision by the Federal Government of Somalia, under the leadership of H.E Hassan Sheikh Mohamud, to impose a total ban on the trade, smuggling, and any other business related to weapons and ammunition by non-State actors.

Importantly, I commend Somalia for showing immense commitment to enhancing security and maintaining peace since the lifting of the arms embargo, and further urge concerted efforts to advance enforcement of Somalia’s Arms and Ammunition Control Procedures, vital in preventing the proliferation of illegal weapons.

Despite these developments, tensions between Somalia and Ethiopia persist since January 2024. I, therefore, welcome the ongoing efforts to address the dispute between the two countries and I look forward to an outcome that embodies the principles of sovereignty, respect for territorial integrity and adherence to international law, key to promoting peace and security as well as effective cooperation and development.

Madam President

Turning to the security situation.

The recent months have witnessed a fluid security landscape in Somalia, characterised by progress and setbacks. The Somali Security Forces intensified efforts to degrade Al-Shabaab capabilities, through improved targeted counter-terrorism operations that led to the elimination of insurgent leaders and dismantling of several operational bases.

Nonetheless, Al-Shabaab has continued to deploy asymmetric tactics, including complex attacks, IEDs, VBIEDs, and indirect fire. The recent mortar attacks on AU/UN camps in Baidoa, Mogadishu and Kismayo, and other forms of attacks against civilian and military targets in Mogadishu and across the ATMIS Sectors, demonstrate Al-Shabaab resilience and underscore the need for robust intelligence sharing mechanisms.

Moreover, reports of Al-Shabaab acquiring missiles and armed UAVs are a further source of concern, increasing drone threat and hostility to FGS installations, ATMIS, UN and SSF locations and civilian targets.

Similarly, the growing risk of infiltration and collaboration between Al- Shabab and the Houthis is a considerable security challenge, threatening regional stability in the Horn of Africa as well as maritime navigation and shipping routes in the Red Sea, the Indian Ocean and the Channel of Mozambique. These concerns underscore the transnational nature of security challenges and the need for comprehensive and coordinated international efforts that prioritise effective and sustainable solutions.

Hence, as the Federal Government of Somalia advances the implementation of its Security Sector Development Plan to enhance force capabilities, sustained international cooperation and support is crucial to reinforce existing security frameworks, enabling Somalia to effectively address emerging security threats.

Madam President

I am pleased to report remarkable progress in the transition of security responsibilities from ATMIS to the Somali Security Forces.

In line with this Council’s decision on the phased approach to the Phase 3 Drawdown, ATMIS, with the collaboration and support of UNSOS, completed the transfer of six of the eight FOBs designated for handover to the Somali Security Forces.

With the very challenging environmental and infrastructural terrain in some of our areas of operation we continue to work closely with UNSOS to explore possible solutions and we are making notable progress, hoping that the last two FOBs will drawdown by the end of this month.

In the same vein, the Phase 3, Sub-Phase B drawdown of the additional 2,000 ATMIS troops was aligned to the CONOPS of the African Union Support and Stabilisation Mission in Somalia (AUSSOM), which directed that it constitutes the Phase 0 of the Post-ATMIS Mission.

This necessitated a pause of the Phase 3b drawdown, which was scheduled for September, to provide planning capacity for the eventual exit of ATMIS on 31 December 2024 and the deployment of the new Mission on 1 January 2025 in a manner that aligns with Somalia’s operational priorities and prevents a security vacuum.

Madam President,

Turning to the post-ATMIS planning.

Transition planning is a complex process integrally tied to the dynamics of national leadership and ownership. In this regard, I commend the Federal Government of Somalia, under the stewardship of President Hassan Sheikh Mohamud, for assuming full ownership and responsibility for the planning process, by promoting enhanced collaboration and coordination among key stakeholders.

This enabled the formulation of a CONOPS, jointly developed with the Federal Government of Somalia, and inspired by the Somalia Security Development Plan, in line with Somalia’s security needs and the African Union capacity to deliver.

In turn, the CONOPS, which envisages a lean Mission, with a defensive and limited operational mandate, limited in scope and size, and with a clear exit strategy, provided the basis for the integrated mission planning in line with Resolution 2748 (2024).

It is in this regard that the AU and UN Joint Team on the implementation of Resolution 2748 recently deployed to Mogadishu to undertake extensive consultations with the Federal Government of Somalia, ATMIS, UN and various security, stabilisation, and development partners to ensure comprehensive input and support, essential for a cohesive, coherent, flexible and responsive post-ATMIS plan aligned with Somalia’s needs, support structures, anticipated contributions, and sustainable outcomes.

Madam President

Closely linked to this process, are the ongoing efforts to secure predictable, adequate and sustainable financial support to offset ATMIS funding gaps and secure funding for the successor Mission.

Cognizant of the current financial constraints and competing priorities, the African Union adopted a multi-faceted approach to resource mobilisation, focusing on innovative funding sources and partnerships that enhance operational capacity.

Hence, in collaboration with the United Nations, the African Union established a taskforce on the implementation of Resolution 2719. This is supplemented by the decision of the Chairperson of the African Union to designate the African Union High Representative for financing of the Union and the Peace Fund to propose financing options for the transition from ATMIS to AUSSOM.

It is in continuation of these efforts that I thank all the partners who have supported the African Union intervention in Somalia, both financially and in-kind, and call for sustained backing to maintain ATMIS, SSF, and UNSOS effectiveness. This will ensure that the ongoing integrated planning for the post-ATMIS Mission, and the ensuing operational plans are adequately funded and resourced to sustainably meet their goals.

Madam President,

As I conclude, I would like to underscore that despite challenges, there are clear opportunities to consolidate and further progress. The next two months, to the end of the year, will be a crucial period for Somalia. They will necessitate collective action and partnership, key to shaping the future of this resilient nation.

In this regard, I remain deeply convinced that the determination of President Hassan Sheikh Mohamud to build trust and consensus and foster a culture of shared commitment and responsibility with all stakeholders to address emerging issues will be essential to sustain the fight against Al-Shabab and offer the best possible condition for a smooth transition.

I, consequently, call upon this Council to reaffirm its support for Somalia and to continue encouraging sustained international support, including targeted capacity building to national State-building initiatives as Somalia navigates its path towards sustainable peace, stability, and development.

The five-day training conducted in Jowhar, north of Mogadishu, was jointly organised by the ATMIS Protection, Human Rights and Gender (PHRG) Cluster and the Civilian Sector Coordination Unit. The objective was to enhance the capacity of officers in protecting vulnerable groups, including women and children, during combat operations.

“When we have operations, it’s important that our troops protect civilians and their human rights and of course respect the principles of International Humanitarian Law,” ATMIS Senior Protection and Human Rights Officer, Ms. Gloria Jaase, said.

“That way, we will achieve our goals for compliance and accountability to International Humanitarian Law, International Human Rights Law and protection of civilian frameworks.”

Ms. Jaase called on ATMIS troops to maintain the highest standards of conduct and discipline while protecting civilians.

ATMIS Burundi contingent commander, Col. Oscar Hatungimana, stressed the importance of capacity building of ATMIS personnel to protect local communities and supporting Somalia’s stabilisation.

“The training will have a positive impact on the execution of our mandate. It is crucial for every peacekeeper to engage in continuous training to ensure sound decision-making,” said Col. Hatungimana.

ATMIS Civil Affairs Officer, Fadil Karar, said the officers have acquired necessary skills and knowledge to protect and promote human rights in their Area of Responsibility (AoR).

“Our troops are also involved in mentoring the SNA and work jointly to enhance the capacity of Somali Security Forces. Additionally, we equip ATMIS troops with information and knowledge in mentoring their SNA counterparts,” added Fadil. 

The training covered key areas such as International Humanitarian Law (IHL), International Human Rights Law (IHRL) and Protection of Civilians. Other topics included prevention of sexual exploitation and abuse, Civilian Casualty Tracking, Analysis and Response Cell (CCTARC) and standard operating procedures while handling detainees. 

Participants thanked ATMIS for the training and requested additional capacity building workshops. 

“The training included a thorough review of the Standard Operating Procedures (SOPs), and all various protocols by the African Union. It has enhanced our ability to maintain discipline during peace-support operations,” said Maj. Clément Cimana. 

Another participant, Lt. Estella Nshimirimana, said: “We examined the integration of gender considerations and our responsibilities as female soldiers.” 

The training is part of ATMIS’ ongoing efforts to ensure compliance to civilian protection, Human Rights and International Humanitarian Laws.

The four-day training, organised by the UK Mission Support Team (UKMST) and ATMIS’ CIMIC Cell, equipped the officers with a clear understanding of CIMIC activities, project initiation, report writing and community engagements.

During the closing ceremony, on Thursday, ATMIS Deputy Force Commander in charge of Operations and Plans, Maj. Gen. Marius Ngendabanka, expressed confidence that the training significantly improved the participants’ understanding of key CIMIC concepts.

“Make maximum use of the knowledge acquired by ensuring that it is applied in your day-to-day civil-military operations and duties in your respective areas of responsibility,” said Maj. Gen. Ngendabanka.

ATMIS Chief CIMIC Officer, Col. Lutangu Sitali, emphasized the training’s pivotal role in preparing officers for successful CIMIC operations in support of the upcoming AU Mission.

“This course is designed to give the newly deployed sector CIMIC staff the knowledge, understanding and ability to enable them to conduct frontline CIMIC operations within their area of responsibility in conjunction with SNA and other agencies,” said Col.  Sitali.

Col. Shove Gilby, the Commander of UK Forces in Somalia, stressed the need to utilise CIMIC activities to strengthen relations between civilians and the military, crucial in countering Al-Shabaab’s influence in local communities.

“CIMIC operations are vital.  It is one of the methods we can use to secure the population and defeat Al Shabaab,” said Col. Gilby.

The officers thanked ATMIS for the training and requested additional in-mission training sessions within ATMIS’ sectors to further enhance their skills and capabilities.

“The knowledge acquired in this course will be useful to us throughout our operations here and thereafter. I thank ATMIS and UKMST for organising this important training,” said Capt. Fortunate Ogen from the ATMIS Level II hospital.

Mogadishu, 6 September 2024 – The African Union Transition Mission in Somalia (ATMIS) has awarded 160 Nigerian police officers for their outstanding service and contribution to peace and security in Somalia.

The officers from the 12th contingent of the Nigeria Formed Police Unit (NFPU-12), received African Union medals of honour at a ceremony presided over by ATMIS Police Commissioner, CP Hillary Sao Kanu, in Mogadishu on Thursday.

“Your performance during your one-year tour of duty is commendable,” said CP Kanu. “You exhibited high levels of commitment and professionalism under difficult circumstances. Your service has been marked by courage, resilience, and a steadfast dedication to protecting the Somali people and supporting their aspirations for a peaceful, safe and secure country.”

ATMIS Police Training Coordinator, Assistant Commissioner of Police (ACP) Samuel Asiedu Okanta, acting ATMIS Police Operations and FPU Coordinator, ACP Richard Evans Onyait, and component commander of the Uganda Special Forces in Somalia, Lt. Col. Edward Mugisha, were among senior ATMIS Police and military officials present at the ceremony.

ACP Onyait recognized the sacrifices of the Nigerian police officers in Somalia and urged them to maintain discipline and a positive attitude in their service to Nigeria.

Nigerian Contingent Commander, Chief Superintendent Shehu Gani Ahmed, praised the officers for their outstanding performance and contribution to the overall ATMIS mandate.

“As a contingent, we have contributed our own quota to the success story of ATMIS in the search for sustainable peace in Somalia. As we complete our tour of duty, it is our earnest prayer that Somalia will achieve the desired peace,” said CSP Ahmed.

Senior Superintendent of Police (SSP) Justus Asiimwe, commander of the Uganda Formed Police Unit, commended the Nigerian contingent and said his unit is driven by the same mission to support Somalia’s efforts toward peace and stability.

ATMIS Formed Police Units (FPUs) provide operational support to the Somali Police Force (SPF) such as VIP escort and protection, security at high-level events, mentorship and training of the SPF officers, and securing key government installations, among other duties.

Other countries that contribute to Formed Police Units to ATMIS include Ghana, Uganda and Sierra Leone.

The post ATMIS Trains Somali Police Officers on Community Policing and Child Protection appeared first on African Transition Mission in Somalia (ATMIS).

The training, organised by the United Nations Mine Action Service (UNMAS), aimed to enhance regional security and counter the threat of Improvised Explosive Devices (IEDs) to civilians and critical infrastructure.

At the closing ceremony, the Team Leader of ATMIS Individual Police Officers in Beletweyne, SP (Superintendent of Police) Moffat Chungu praised the training as essential in the fight against terrorism in Somalia. 

“This training was insightful because it depicted the true picture of what is required of us as police officers when performing vehicle checkpoint procedures, both theoretical and practical,” said SP Moffat Chungu. 

He also urged the officers to apply the knowledge and skills they had acquired to help the people of Somalia. 

“We are sure that whatever has been imparted to us will never be forgotten. We will try to implement the skills learned to ensure we secure ourselves and the people of Somalia,” explained SP Chungu. 

During the training, the officers were taken through several topics including, Explosive Ordnance Disposal Awareness, Explosive Hazard Awareness, Persons and Baggage Search, Improvised Explosive Devices and Vehicle Search, among others. 

Inspector Priscilla Essel, from the Ghana Formed Police Unit (FPU) described the training as crucial to bolstering security in the Hiiran region. 

“This vehicle checkpoint training will be very helpful and will have a big impact not only on us but also on the region,” said Inspector Essel. 

In Somalia, IEDs are the preferred weapons of choice for the Al Shabaab and the indiscriminate use of explosive devices poses a significant threat to both civilians and security forces. 

As a result, ATMIS is developing the capacity of the Somali Security Forces to detect and deter the use of IEDs by illegal armed groups.

The SRCC was accompanied by ATMIS Force Commander Lt. Gen. Sam Kavuma and other senior officials from Mission Headquarters in Mogadishu.

“The patients are getting good treatment and the medical team is taking care of them. Some of them will be discharged very soon, and we are very glad to go back to Mogadishu with this positive message,” said Ambassador Souef at Nairobi Hospital. 

The ATMIS personnel are receiving specialised medical treatment and support in Kenyan hospitals after being evacuated from Somalia. 

Ambassador Souef wished the patients a speedy recovery and thanked them for their commitment to peace and security in Somalia. 

The Head of ATMIS also acknowledged the significant contributions of the Troop Contributing Countries (TCCs) of Uganda, Ethiopia, Djibouti, Kenya, and Burundi in Somalia’s stabilisation efforts. 

“It is very important to highlight that we are in Somalia for the peace, security, and stability of this African country,” he added. 

Lt. Gen. Kavuma recognised and appreciated the doctors and hospital management for their efforts in treating the patients. 

“Today we visited six remaining patients, they are receiving excellent care, and they will be discharged from the hospital very soon. We are impressed and thankful to the doctors, coordinators, and other officers at this hospital for the job well done,” said Lt. Gen. Kavuma. 

The SRCC and the Force Commander also paid a courtesy call to the Eastern African Standby Force (EASF), a major player in promoting peace and security in the Eastern Africa region. 

“This is a follow-up from what we started [with ATMIS] because we realized that we are working to achieve the same goal, which is peace and security, and we do appreciate the briefing that we got from the Head of Mission and his team,” said the Director of EASF, Brig. (Rtd) Paul Kahuria Njema.

The training was organised by the ATMIS Civilian Sector Coordination Team in collaboration with the Protection, Human Rights and Gender (PHRG) Cluster, the African Union Compliance and Accountability Framework Project (AUCF), and the ATMIS Force Headquarters Gender Office. It was held in Kismayo sub-sector.

“Protecting civilians during armed conflicts is crucial, as they bear the brunt of violence through casualties, sexual violence, and the recruitment of child soldiers. Our troops must uphold the highest standards of conduct to prevent human rights violations,” said ATMIS Senior Protection and Human Rights Officer, Gloria Jasse.

The training emphasised on International Humanitarian Law (IHL) and Human Rights, including protections for women and children and aligns with the African Union’s mission to support a robust Somali National Stabilisation Strategy of ensuring national security post-ATMIS withdrawal.

“This training is essential for the mission personnel – military, police, and civilians – who are primarily engaged in the protection of civilians. It is imperative that they possess fundamental knowledge on how to effectively safeguard civilians during their daily operations,” said Ferdinand Nintunze, the AUCF Project Officer.

Participants were trained on protecting vulnerable groups, International Humanitarian Law, Human Rights Law and preventing  sexual exploitation and abuse.

Captain Lucy Esinyen, the Equipment Support Officer at the KDF 2nd Mechanised Infantry Battalion, thanked ATMIS for the training.

“We have gained valuable knowledge on human rights policies, civilian protection, and International Human Rights Law principles such as proportionality, necessity and humanity.  We also covered the principle of distinction, which emphasizes the separation of combatants from non-combatants,” said Cpt. Esinyen.

Lt. Henry Waithaka emphasised the importance of protecting vulnerable groups, particularly women and children, in peacekeeping missions.

“As military personnel, we are mandated to provide a safe and secure environment for the development of children and to protect vulnerable groups such as women,” stated Lt. Waithaka.

This training is part of ATMIS’ ongoing efforts to prioritize civilian protection, as mandated by UN Security Council Resolution 2628 (2022).

The post ATMIS Kenya troops conclude course on civilian protection in conflict situations appeared first on African Transition Mission in Somalia (ATMIS).

The donation, made in response to a request from the South West State administration, consisted of 73 different drugs and essential supplies including antibiotics such as amoxicillin, azithromycin, erythromycin, cetirizine, dextrose and insulin. Additionally, the troops provided  surgical aids such as syringes, gloves, masks, bandages and catheters.

“We are hopeful that the assorted medical supplies donated today will significantly meet and improve the urgent medical needs of the local population,” said Lt.Col. Dr Terefe Nigussie, the head of the ATMIS Level Two hospital in Baidoa.

Dr Nigussie also highlighted ATMIS’ ongoing medical efforts stating that, “This donation compliments the weekly free medical treatment provided by our doctors at the ATMIS Level Two hospital to residents who seek further medical attention or are referred for specialised treatment.”

Receiving the donation on behalf of the South West State administration, the Mayor of Baidoa, Abdullahi Watin, appreciated ATMIS’ support to the local community.

“We thank ATMIS troops for coming to the aid of our community. Every time we’ve called upon them, they’ve always responded to our pleas,” said Mayor Watin.

The Director General of the hospital, Abdifatah Ibrahim Hashi, pledged to ensure the donation benefits the local community especially the vulnerable and less privileged.

“The response by ATMIS is commendable. This donation has come in at a time when the hospital is running out of essential medical provisions. You can imagine the impact it will have on our patients” said Abdifatah.

Established in 1936, Bay Regional Hospital is a public health facility in the heart of Baidoa town and serves residents of Bay and Bakool in South West State as well Gedo region of the neighboring Jubaland State.

The hospital offers free healthcare services including surgery, maternal care, pediatric healthcare, nutrition, outpatient treatment and laboratory services.

Managed by the South West State administration with the support of international partners, the facility plays a crucial role in the region’s healthcare system.

ATMIS troops in South West State also provide food and non-food relief items to local communities during emergencies.
